Manage some env items as optional

Browse source 
PUBLIC_TITLE, PUBLIC_MODE, PUBLIC_JOINCODE, PUBLIC_LABELS, and
PUBLIC_BLOSSOM_URL can be omitted entirely, each falls back to the
default already encoded in the file
